NYCERS’ Five-Year Accessibility Plan Now Available

Local Law 12 of 2023 requires every New York City agency to create and publish a plan that describes their strategy to address the access needs of people with disabilities. The plan, known as a Five-Year Accessibility Plan, outlines the agency’s accessibility efforts in the areas of Digital Accessibility, Workplace Inclusion, Effective Communication, Physical Accessibility, and Programmatic Access.

If you are eligible to receive a 1099-R for tax year 2022, it will be mailed to you by the end of January.

1099-R Tax Forms for 2022

Each January, 1099-R tax forms are sent to members, retirees and beneficiaries who received a taxable distribution from NYCERS in the prior year.

Taxable distributions may include:

  1. Loans
  2. Monthly pension payments
  3. Refunds
  4. Variable Supplements Fund (VSF) payments
  5. Lump-sum death benefits

If you are eligible to receive a 1099-R for tax year 2022, it will be mailed to you by the end of January.

Chapter 782 of the Laws of 2022 permits the parents of a member to collect the SADB if the member has no spouse or child under the age of 18 (or 23 if the child is a student).

New Law - Chapter 528 of the Laws of 2022 – Increases certain special accidental death benefits

This law amends the Retirement and Social Security Law (RSSL) § 361-a(c) and General Municipal Law (GML) § 208-f(c) by increasing the deceased member’s salary used in the computation of the special accidental death benefit by adding to it an additional percentage. The beneficiaries of the following NYCERS members are covered: Correction Officers, Housing and Transit Police, Uniformed Sanitation members, certain EMTs and TBTA members.

This law is effective as of July 1, 2022

New Chief Actuary Announced

In a joint statement, the five New York City retirement systems today announced Marek Tyszkiewicz as New York City’s new Chief Actuary. The Chief Actuary is the legally-designated technical advisor to the five Boards of Trustees, overseeing the actuarial calculations for City employees’ post-employment benefits.

As of midnight on June 25, 2021, Governor Cuomo lifted the New York State – State of Emergency, and cancelled the Executive Orders written under the State of Emergency.  As a result, NYCERS has returned to its standard policies and procedures as they pertain to the Executive Orders noted below. Therefore, the following NYCERS Temporary Policies are no longer in effect:

  1. Open Meetings Law Protocols for Public Meetings
  2. Notary Protocol
  3. Allowing 212 Limitations to be Suspended
  4. Permitting Remote Notarization
  5. Waiving Notarization on Certain Documents
  6. Travel Restrictions

The New York City Department of Education did not elect to participate in the ERI by the May 31st deadline.

The City of New York did not elect to participate in the ERI by the June 30th deadline.

Therefore, there is no Early Retirement Incentive for DOE/City employees under Chapter 59 of the Laws of 2021.

2021 Early Retirement Incentive (ERI)

The New York City Department of Education did not elect to participate in the ERI by the May 31st deadline.

The City of New York did not elect to participate in the ERI by the June 30th deadline.

Therefore, there is no Early Retirement Incentive for DOE/City employees under Chapter 59 of the Laws of 2021.
